The Marshall County Health Department is hiring a Human Resource Manager – Grade 21
Credentials/qualifications required: Bachelor’s degree from an accredited college or university with a major or concentration in Business/Public Administration, Public/Community Health, Human Resource Management, Industrial or Labor relations or Psychology. Three (3) years of experience in an administrative or management capacity, where fiscal, budgeting, personnel and planning or closely related activities are demonstrated.
Education: Education in Business/Public Administration, Public/Community Health, Human Resource Management, Industrial or Labor relations or Psychology will substitute for the required experience not to exceed five (5) years.
Experience: HS diploma/GED and eight (8) years of combined education and experience in an administrative or management capacity, where fiscal, budgeting, personnel and planning or closely related activities are demonstrated will substitute for the minimum requirements.
Scope of Work:
Research, evaluate and develop solutions to complex personnel issues, coordinate recruitment of qualified candidates through a structured recruitment process; handle complex personnel issues; prepare reports and policy/procedure manuals; maintain personnel files in accordance with administrative regulations and personnel law; process personnel actions; maintain personnel budget; provide employment/career counseling; develop/implement/facilitate/ employee training; facilitate resolution of employee grievances; develop and evaluate methods of retaining quality employees; oversee employee evaluation system; FMLA, worker's compensation, OSHA, ADA, EOE, FLSA; new employee orientation; actively participate in employee engagement, accreditation, and quality improvement; must be a team player with a positive attitude; This position oversees facilities and security; may supervise.
Compensation and hours: Full-Time / 37.5 hours per week / 7.5 hours per day / 8:00 AM – 4:00 PM Monday – Friday / with 15 minute paid break and 30-minute non-paid lunch break. $18.08- $23.00 per hour according to level of experience. Benefits for this position include health and life insurance, sick and annual leave, dental, and enrollment in the Kentucky Employee Retirement System. Employee will be eligible for 5% incremental pay increase upon completion of 6-month probationary period. EOE.
